What's the best way to affix gear in a canoe?

I am a contemporary of my father's canoe in the Boundary Waters for a week. I have been canoeing before, but not on such a trip. We have two dry bags filled 115L equipment and have heard many people the link at the bottom of the canoe for better stability and buoyancy, etc., but only sometimes. We're not going white water rafting, but we have 5 small sets of RAPD. Here are the questions I have:
1.) When do you tie the bags, and when do they stop you untied
2.) Where should they be placed? Center, or in front, one in the back?
3.) What is the best method of tying them in?

Are there any relevant information I need to know about this? Thank you!

I'm affluent canoeing with my dad in the Boundary Waters for a week. I've been canoeing before, but not on a trip like this. We have two 115L dry bags full of gear and I've heard that many people tie them to the inside of of the canoe for better stability and bouyancy etc,, but only sometimes. We aren't going whitewater rafting but we do have 5 small sets of rapds. So here are the questions I have:
1.) When do you tie the bags down, and when do you flit them untied
2.) Where should they be placed? Center, or one in the front, one in the back?
3.) What is the best method for tying them in?

Is there any other relevant info I need to grasp about this subject? Thanks!
